The battery doesn't charge connected to my phone charger. It glows for a second or two then nothing. Is that normal?

Hello I just received my excelsior wifi drone tank and when I went to use it the two right propellers do not turn at all. The two left ones work and everything else works. But I can not fly it at all. The gears look all intact, the motors are not turning. Is there a simple reason or fix for this? I would like to know as soon as you can because I was really excited to fly this and to my disappointment I can't even get it off the ground. Thank you looking forward to hearing back

I bought a JJRC H12W drone and I had a lot of issues with it.
Problem is it does not take off, after replacing all 4 motors with replacement ones.

I have no claim towards you. What I would like you is to maybe to instruct me on how to repair it; I am willing to spend some more $ on it to get it repaired.

Story is like this:
1- when I received it I had first flight and everything was ok, no crashes
2- I charged the battery but noticed the led was not turning on; I measured the cable and no voltage, charging cable was broken
3- I ordered another cable.
4- While waiting for new cable, I tried tying the cable to a standard USB charger; however it was only 500mA and it was charging, but flight height was low and flight time just 2-3 minutes
5-I received the cable after some weeks and unfortunately on second flight , 1 motor was not working
6- I order 4 replacement motors; when they arrived I replaced the broken one but noticed the drone was tilting in the direction of the replaced motor
7- I figured the motors are a maybe bit different than original, so I replaced all 4; result is that now the drone does not take off at all; all motors spin, spinning direction is correct, propellers are correctly set, yet there is not enough lift force to take it off the ground
8- I tried with original battery and 4 more batteries that I ordered, same result, not enough lift

My suspicions are:
1) motors could be different than original...but I cannot tell. The seller of motors said they are for H12C/H12W
2) all 5 batteries are broken... hardly believable as 4 are brand new, 1 used only once
3) main board has something broken that prevents full current to go to motors... ?

Can you please advise me what to do?
What shall I replace ? New motors? New batteries? New mainboard? Other?
